Grease a 23 cm bundt pan thoroughly.

In a small saucepan, melt sugar with water over medium heat until golden and smooth.

Pour caramel into the bottom of the pan and tilt to coat evenly. Set aside to cool.

In a medium bowl, whisk flour, cocoa, baking powder, baking soda, salt, and sugar.
