Cut in butter until mixture resembles coarse crumbs.

Knead dough on a floured surface until smooth, about 5 minutes.
Cover dough and let it rest for 30 minutes.
Prepare filling by sautéing onion and garlic until translucent.
Stir in cheese, cumin, pepper, cilantro, and lime juice; mix well.
Roll out dough to about 1/8 inch thick and cut into circles.
Place filling in the center of each circle.
Fold dough over filling and press edges to seal tightly.
Heat oil in a deep pan over medium heat until hot.
Fry empanadas in batches until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels.
Serve warm with dipping sauce.
