In a large bowl, combine the grated potatoes, chopped green onions, flour, mozzarella cheddar cheese, salt, and black pepper; mix well.
Heat a non-stick skillet over medium heat and add oil until hot.
Spoon half of the potato mixture into the skillet, pressing down to form an even layer.
Cook for 8-10 minutes until the bottom is golden brown and crispy.
Carefully flip the rosti using a plate; cook the other side for another 8-10 minutes until golden.
Remove from the skillet and keep warm; repeat with the remaining potato mixture.
Garnish with sour cream, roasted pistachio crumb, and sliced green onions before serving.
