Combine rolled oats and boiling water in a small bowl, cover, and let soak for 30-60 minutes.
Activate the yeast with some of the lukewarm water.
In a large mixing bowl, sift the bread flour and rye flour, then add the soaked oats and the remaining ingredients.
Knead the dough well for at least 7-10 minutes. The dough will be sticky; do not add more flour if you want moist rolls.
Shape the dough into a ball and let it rest in a greased bowl for 20 minutes.
Divide the dough into 12 equal pieces and shape them into balls.
Dip the top of each roll into a wet paper towel, then coat with dry rolled oats.
Place the rolls (oat-coated side up) on a baking sheet lined with parchment paper, cover, and let them rest in a warm place for 45 minutes.
Preheat the oven to 400°F (200°C) and bake the rolls for 17 minutes.
