Peel and boil potatoes in salted water until fork-tender, about 20 minutes.
Drain potatoes and let cool slightly before mashing until smooth.
In a skillet, sauté onions in butter until translucent, about 3-4 minutes.
Add minced meat to the skillet and cook until browned, about 5-7 minutes.
Season the meat mixture with salt, pepper, and garlic, then remove from heat.
Combine mashed potatoes with flour and egg in a bowl until a dough forms.
Divide the dough into portions and flatten each into a disk.
Place a spoonful of the meat mixture in the center of each disk.
Fold the dough over the filling and seal to form a zeppelin shape.
Bring a large pot of salted water to a boil and carefully add the zeppelins.
Cook the zeppelins until they float to the surface, about 5-7 minutes.
Remove zeppelins with a slotted spoon and place on a serving dish.
Drizzle with melted butter and garnish with fresh dill and sour cream.
