1

In a large bowl, add sifted flour, baking powder, and salt; whisk the dry ingredients together.

2

Add cold butter (or margarine) and mix until crumbly.

3

Gradually add cold water and mix with hands until a dome shape forms; do not knead the dough.

4

Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

5

Prepare the pie filling by transferring beef to a mini food processor and grinding it.

6

Clean and cut vegetables (Irish potatoes, carrots, sweet peppers) into smaller pieces.

7

In a clean pot, heat a little oil; add sliced onions and stir fry for 2 minutes.

8

Add minced garlic and stir, then add the ground beef and break it apart with a spatula; cook until no longer pink.

9

Season with dried pepper, thyme, and seasoning powder; stir and add Irish potatoes, carrots, and water.

10

Cook for about 15 minutes until the Irish potatoes and carrots are soft.

11

Add 2 tablespoons of flour (or cornstarch) to the filling to keep it moist; stir and cover, then let cool for 5 minutes.

12

After 5 minutes, add chopped spring onions to the filling and adjust seasoning if needed; remove from heat and let cool in a bowl.

13

Make the egg wash by whisking together 2 eggs and a little milk (or water).

14

Remove the pie dough from the refrigerator and divide it into portions for rolling out.

15

Flour the work surface and roll out the dough to the desired thickness.

16

Use a pie mold to place the rolled-out dough, brush with egg wash, add about 2 tablespoons of pie filling, cover, and seal.

17

Remove excess dough and save for later; place the filled pie in a pan and repeat until done.

18

Alternatively, roll out the dough and cut it using a round object; brush with egg wash, add filling, and seal with a fork.

19

Line a baking tray with a baking mat and place the meat pies on it; design the pies by gently cutting lines on top with a razor blade or knife.

20

Brush the tops with egg wash for a shiny finish; transfer to a preheated oven to bake.

21

Bake until the meat pies are golden brown and flaky.
