In a large bowl, mix the flour and salt together.
Gradually add water to the flour mixture, stirring until a dough forms.
Knead the dough on a floured surface for about 5 minutes until smooth.
Cover the dough with a damp cloth and let it rest for 30 minutes.
In a separate bowl, mix sugar and ground cardamom together.
Divide the dough into small balls, about the size of a golf ball.
Roll each ball into a thin circle, about 1/8 inch thick.
Heat a skillet over medium heat and lightly grease it with vegetable oil.
Cook each circle for about 2-3 minutes on each side until golden brown.
Serve warm, drizzled with milk and sprinkled with the sugar-cardamom mixture.
