Prepare pandan juice by blending pandan leaves with water and straining the mixture.
Combine rice flour, tapioca flour, and sugar in a mixing bowl.
Add coconut milk and pandan juice to the flour mixture, stirring until smooth.
Divide the mixture into two bowls; tint one bowl with food coloring and leave the other plain.
Prepare a steaming tray lined with banana leaves or parchment paper.
Pour a layer of the plain mixture into the tray and steam for 10 minutes until set.
Add a layer of the colored mixture on top and steam for another 10 minutes.
Repeat layering the mixtures, alternating colors, until all batter is used.
Steam the final layer for 20 minutes until fully cooked.
Remove from heat and let cool before slicing into squares.
Serve at room temperature or chilled.
