Simmer fish soup on low heat with 5 fish heads, parsley, carrots, onions, celery, black pepper, and hot pepper for around 2 hours.

Prepare the table for making gefilte fish.

Fry onions in oil until cooked.

Fry carrots until soft.

Grind the leftovers from the fish bouillon including heads and tails.

Chop boiled vegetables from the fish soup (carrots and onions), parsley, and garlic very thin.

Mix together matzo meal, fried carrots, fried onions, and all the chopped vegetables from the soup.

Add pepper and salt to the mixture and ensure it is homogeneous.

Let the mixture rest in the fridge for at least 1-2 hours, preferably overnight.

Prepare a baking dish with layers of carrots, onions, and the gefilte fish mixture.

Shape the gefilte fish mixture into balls and place them in the baking dish, adding carrots in between for moisture.

Close the baking dish well and bake at 180 degrees Celsius for 1 hour, then reduce to 150 degrees Celsius for another hour.

After baking, let the gefilte fish rest overnight in the fridge to set into a jello-like consistency.
