Gradually add water and knead into a smooth dough; cover and let rest for 30 minutes.

Heat oil in a pan over medium heat; add mustard seeds until they pop.
Add chopped onions, ginger, and garlic; sauté until onions are translucent.
Stir in cumin, coriander, turmeric, and green chilies; cook for 2-3 minutes.
Add mashed potatoes and peas to the spice mixture; mix well and remove from heat.
Add lemon juice and chopped cilantro to the filling; stir to combine.
Divide dough into small balls and roll each into a thin circle.
Cut each circle in half to form two semi-circles; shape into cones.
Fill each cone with the potato mixture and seal the edges with water.
Place samosas on a baking sheet lined with parchment paper.
Brush the tops with oil and bake in a preheated oven at 400°F (200°C) for 20-25 minutes until golden brown.
