Combine water, glutinous rice flour, and sugar in a pan and heat over medium heat, stirring constantly. Once boiling, reduce heat and cook for an additional 3-5 minutes until thickened. Remove from heat and let cool slightly.

Dust a surface with cornstarch and transfer the mochi mixture onto it. Roll out into a circle about 2mm thick.

Place the rolled mochi over a bowl lined with plastic wrap, add scoops of ice cream in the center, and fold the mochi over the ice cream to encase it.

Freeze for 3-4 hours. Dust with cornstarch before serving.
