Place an unopened 14-ounce can of sweetened condensed milk in a large pot, submerging it in water to cover at least two inches.
Heat the water to a boil, then turn down the heat and simmer for two to three hours.
In a large bowl, add 1 cup of all-purpose flour, 1/2 cup of cornstarch, 1/3 cup of sugar, 1/2 teaspoon baking powder, 1/4 teaspoon salt, and 1/4 cup cocoa powder. Mix thoroughly.
In a stand mixer, add 4 ounces of softened butter, 4 egg yolks, and 1 teaspoon vanilla extract. Beat until smooth.
Gradually add the dry ingredients to the wet mixture until the dough is crumbly and comes together.
Shape the dough into a disc, cover with plastic wrap, and refrigerate for two hours.
Lightly flour the work surface and rolling pin, then roll out the dough to about 1/8 inch thick.
Using a 2-inch cookie cutter, cut out cookie shapes and place them on a greased baking sheet.
Bake at 350°F for about 5 to 7 minutes.
Let the cookies cool on a wire rack for 10 minutes after removing them from the oven.
Fill the bottom halves of the cookies with dulce de leche from the boiled condensed milk, then place the top halves on gently.
Optionally, dip the alfajores in coconut and dust with powdered sugar.
