Preheat the oven to 350°F (175°C).
In a saucepan, combine sugar and water over medium heat until dissolved, stirring occasionally.
Increase heat and cook until the mixture turns golden brown, about 5-7 minutes.
Quickly pour the caramel into a flan mold, swirling to coat the bottom evenly.
In a mixing bowl, whisk together eggs, orange juice, orange zest, and vanilla extract until well combined.
In another saucepan, heat milk until just simmering, then gradually whisk into the egg mixture.
Add cornstarch and salt, whisking until smooth and well incorporated.
Pour the mixture over the caramel in the mold.
Place the mold in a larger baking dish and fill the dish with hot water halfway up the sides of the mold.
Bake for 50-60 minutes, or until the flan is set but still slightly jiggly in the center.
Remove from the oven and let cool to room temperature, then refrigerate for at least 4 hours.
To serve, run a knife around the edges of the flan and invert onto a serving plate.
