In a skillet over medium-high heat, add 1 cup sugar and ¼ cup water, stirring until the sugar is moistened.

Without stirring, bring the mixture to a boil.

After about 7 minutes of boiling, the mixture will start turning slightly golden; swirl the skillet often until the color looks like honey.

Continue cooking until the color reaches a nice dark amber, which should take about 10 to 12 minutes total.

Off the burner, swirl for another 30 seconds before rapidly pouring the caramel into the bottom of a 9-inch round cake pan, swirling to coat the bottom.

Place the cake pan in a large baking dish or roasting pan and set aside.

In a blender, combine 1 can sweetened condensed milk, 1 can evaporated milk, 1 cup whole milk, 2 eggs, 5 egg yolks, vanilla extract, orange juice, and fleur de sel.

Blend for about 30 seconds until well combined.

Pour the mixture through a sieve into a large measuring cup or bowl to catch any small particles.
