In a medium bowl, combine the dry ingredients: 2 and 1/2 cups all-purpose flour, 1 teaspoon baking soda, 1 teaspoon baking powder, 2 teaspoons ground cinnamon, 1/4 teaspoon allspice, 1/4 teaspoon cardamom, 1/4 teaspoon ground nutmeg, 1 teaspoon pumpkin pie spice, and 1/2 teaspoon salt. Whisk until well mixed.
In the bowl of a stand mixer fitted with a paddle attachment, add 1/2 cup unsalted butter and beat on medium speed for 2-3 minutes until light and fluffy.
Add 1/2 cup granulated sugar and 1 cup packed light brown sugar to the butter and mix until combined, scraping down the sides of the bowl as needed.
Add 1 large egg and 1 teaspoon vanilla extract to the mixture and mix until well combined.
Add 1 cup pumpkin puree and mix on low until combined, scraping the bowl as needed.
Gradually add the dry ingredients to the wet ingredients while mixing on low until just combined. Finish mixing by hand if necessary.
Chill the dough in the refrigerator for about 30 minutes.
Preheat the oven to 350°F (175°C).
Scoop out about 2 teaspoons of batter and place onto a paper-lined baking sheet, spacing them about 2 inches apart.
Bake in the preheated oven for about 11 minutes, or until the centers are just set and puffed.
For the icing, combine 2 cups powdered sugar, a pinch of salt, 2 teaspoons melted butter, 1 teaspoon vanilla extract, and 1/4 cup cold milk in a medium bowl. Whisk until you achieve a drizzling consistency.
Drizzle the icing over the cooled cookies.
