Thaw the frozen halibut steaks before cooking.
Prepare the sauce by adding 1 teaspoon of soy sauce, 1 teaspoon of rice cooking wine, 1 tablespoon of oyster sauce, and 3 tablespoons of water to a bowl and mix well.
Julienne 1/4 of an orange peel, 3 slices of ginger, and slice half an onion.
Rinse and cut the green onions into 1-inch pieces.
Peel and dice 3 cloves of garlic.
Once thawed, rinse the halibut steaks and pat them dry with paper towels.
Add 3 tablespoons of oil to a non-stick pan and heat on high.
Coat each halibut steak with a light layer of flour and place it in the pan.
Cover the pan and fry the halibut for 1 minute, adjusting time for thicker steaks.
Once the fish turns golden brown, carefully flip the steaks over, cover, and fry for another minute.
Remove the halibut from the frying pan once both sides are golden.
In the same pan, add the diced garlic, ginger, onion, and orange peel, and sauté.
Add 1 teaspoon of oil to the pan and continue to sauté for 30 seconds.
Add the prepared sauce to the pan and sauté for 5 seconds.
Gently place the halibut back into the pan to soak up the sauce, then add the green onions.
Gently flip the fish to ensure it soaks up the sauce, being careful as the fish is flaky.
Once the fish has soaked up the sauce, it is ready to be served.
