Marinate lamb with curry powder, Lawry's seasoned salt, garlic powder, and onion powder.
Heat vegetable oil in a large pot over medium heat until shimmering.
Add chopped onion, garlic, and ginger; sauté until onions are translucent, about 5 minutes.
Stir in chopped green bell pepper, scallions, thyme, and hot pepper; cook for another 2 minutes to release flavors.
Add marinated lamb to the pot; brown on all sides for about 10 minutes.
Pour in water to cover the meat; bring to a boil.
Reduce heat to low, cover, and simmer for 1.5 to 2 hours until lamb is tender.
Add chopped carrot and potato; stir to combine.
Continue cooking for another 30 minutes until vegetables are tender.
Taste and adjust seasoning if necessary; add more salt or pepper as desired.
Serve hot.
