Trim excess fat and skin from chicken thighs to lessen rendered grease.

Season chicken thighs with onion powder, smoked paprika, seasoned salt, garlic powder, lemon pepper, celery salt, dried parsley, dried thyme, and dried rosemary.

Mix the seasonings with clean hands and sprinkle some on top of the chicken after placing it in the baking dish.

Spray a 9 by 13 baking dish with cooking oil spray.

Mix 2.5 cups of hot water with 1 tablespoon of chicken bouillon powder and pour it into the baking dish.

Place the seasoned chicken thighs skin side up on top of the rice and water mixture.

Cover the baking dish with foil and bake in a preheated oven at 350 degrees Fahrenheit for 30 minutes.

Remove the foil and continue baking uncovered for about 20 minutes or until the water has evaporated and the rice is cooked.
