Mix warm milk and sugar in a bowl until dissolved.
Sprinkle yeast over the mixture and let it sit for 5-10 minutes until frothy.
In a large bowl, combine flour and salt; make a well in the center.
Add the yeast mixture, melted butter, and vanilla extract into the well.
Mix until a dough forms, then knead on a floured surface for about 10 minutes until smooth.
Place the dough in a greased bowl, cover with a cloth, and let it rise in a warm place for 1 hour or until doubled in size.
Punch down the dough and roll it out to about 1/2 inch thick.
Cut out circles using a cookie cutter and place them on a floured surface.
Cover the dough circles with a cloth and let them rise for another 30 minutes.
Heat oil in a deep pan to 350°F (175°C).
Fry the dough circles until golden brown, about 2-3 minutes on each side.
Remove from oil and drain on paper towels.
Once cooled, fill each Berliner with Nutella using a piping bag.
Dust with powdered sugar and cinnamon before serving.
