Peel the potatoes and remove the skin.

Cut the potatoes into small cubes and set aside.

Peel and cut the carrot into small cubes.

Combine the potatoes and carrots in a pot of water and bring to a boil over medium heat.

Slice the tomatoes into large pieces.

Dice the onion into small cubes.

Sauté the diced onion in a pan over medium heat.

Add 2 cloves of minced garlic to the onions and sauté for 2 minutes.

Add the ground beef to the sautéed onions and garlic, cover, and cook for several minutes.

In a blender, combine the sautéed onion and garlic, 2 tomatoes, achiote, salt, garlic powder, and oregano, along with 1 cup of water.

Blend until reaching the desired consistency.

After boiling for about 8 to 10 minutes, drain the water from the potatoes and carrots.

Add the boiled potatoes and carrots to the ground beef mixture and stir well to combine.

Add the gandules to the mixture and stir again.

Pour the blended sauce over the mixture and stir to combine.

Cover the pan, reduce the heat to low, and let it simmer for about 5 to 7 minutes.
