Combine salt and all-purpose flour in a mixing bowl; mix together.
Add brown sugar to the flour mixture and mix well.
Dust yeast over the flour mixture and mix until combined.
Create a well in the center of the flour mixture and pour in most of the lukewarm water, saving a little for later.
Using your hand, hook from the inside of the well to the outside, mixing the flour into the water.
Continue to mix until a dough ball starts to form, adding more water as needed to achieve the right texture.
Knead the dough for about 10 minutes until smooth and soft, being careful not to press too hard to avoid stiffening the gluten.
Grease the bottom of a bowl with vegetable oil and place the dough inside, coating it with oil.
Cover the bowl with plastic wrap or a warm damp cloth and let it rise at room temperature for 1 hour.
After 1 hour, uncover the dough and punch it down to release the air.
Shape the dough into rolls and place them on a greased baking sheet.
Cover the rolls and let them rise again for about 30 minutes.
Preheat the oven to 350°F (175°C).
Bake the rolls in the preheated oven for 25-30 minutes until golden brown.
