Boil water and pour it over the vegetable to soften it for about 1-2 hours.

After softening, place the vegetable in cold water for about 1 hour.

In a pan, add 1 tea glass of vegetable oil and heat it.

Add 2 chopped medium onions and sauté until they are soft.

Add 1 cup of bulgur and 1 cup of rice to the pan and wash them.

Add the sautéed onions to the bulgur and rice mixture.

Add a pinch of salt and 4 chopped cloves of garlic to the mixture.

Add 1 tablespoon of pepper paste and 1 tablespoon of tomato paste and sauté everything together.

Add 1 teaspoon of red pepper flakes, 1 teaspoon of black pepper, and 1 teaspoon of dried mint to the mixture.

Pour in 1.5 cups of hot water and add salt, then cover the pan and let it simmer until the water is absorbed.

Add 0.5 bunch of chopped parsley and stir everything together.

Place the onion skins and some pepper slices at the bottom of the pot to prevent sticking.

Begin rolling the stuffed vegetable tightly by hand, placing them in the pot as you go.

After rolling all the vegetables, pour 3 cups of hot water over them and add another 0.5 cup of water.

Cover the pot and let it cook until done.
