Prepare the dough by mixing flour, water, and salt until smooth; rest for 30 minutes.
Finely chop onions and garlic; sauté in vegetable oil over medium heat until translucent, about 5 minutes.
Add ground meat to the skillet; cook until browned, about 8-10 minutes.
Stir in coriander, cumin, salt, and pepper; cook for another 2 minutes.
Remove from heat; mix in diced potatoes, carrots, and peas.
Roll out the rested dough on a floured surface to thin sheets.
Cut the dough into circles; place a spoonful of the filling in the center of each circle.
Fold the dough over the filling; pinch edges to seal tightly.
Heat oil in a pan over medium heat; fry filled dough until golden brown on both sides, about 3-4 minutes per side.
Alternatively, bake in a preheated oven at 375°F until golden, about 20-25 minutes.
Serve warm with a side of yogurt and fresh herbs.
