Add vegetable oil and sesame seed oil to a pan.
Add chopped onions and fry until softened.
Add shredded carrots, spring onions, and green and red bell peppers; stir to combine.
Add ground pepper, chicken stock powder, and sugar; mix well.
Add a lot of cabbage to the mixture; stir until combined.
Transfer the vegetable mixture to a sieve to drain excess moisture.
Prepare spring roll wrappers using flour, salt, sugar, and water to create a paste.
Demonstrate two methods for making wraps: one using a brush on a hot pan to steam, and another using a thicker dough on a pan for smoother results.
Once the filling has cooled, place it onto the wrap and roll it tightly.
Use a flour and water mixture as glue to seal the edges of the spring roll.
Repeat the process for remaining wraps and filling.
Fry the spring rolls in hot oil until golden brown.
