Season both sides of the steak with onion powder, garlic powder, salt, black pepper, paprika, and ground cumin.
Let the seasoned steak sit on the countertop for a few minutes.
Mix softened butter with dried rosemary, thyme, parsley, and oregano until well blended.
Heat a frying pan over medium to medium-high heat and add a little oil and a few tablespoons of the herb butter mixture.
Cook the steak in the pan, basting with the herb butter mixture, for about 8 minutes on each side or to your desired doneness.
Remove the cooked steak from the pan and cut it into bite-sized strips; set aside.
Mince garlic and fresh ginger and set aside.
Cook rice noodles according to package directions, then drain the water.
In the same frying pan, heat oil and add minced garlic and ginger; stir until fragrant.
Add sliced scallions, onions, and red bell peppers to the pan and cook until softened, about 2 minutes, maintaining a slight crunch.
In a separate bowl, mix brown sugar with soy sauce (preferably a mix of dark and regular soy sauce).
Add the cooked rice noodles to the pan with the vegetables and mix well using tongs.
Add the sliced steak to the pan and mix everything together until combined.
Pour the soy sauce and sugar mixture over the noodles and mix well to coat the noodles.
Let the mixture stir-fry for about 3 minutes to blend the flavors.
Season with freshly ground black pepper, salt, and crushed red pepper flakes to taste.
Drizzle sesame oil over the dish and mix until well combined.
Let everything cook together for about 2 minutes before serving.
