Boil water and add penne pasta; cook for 11-12 minutes according to box instructions, stirring occasionally.
Drain the pasta and set aside.
Melt 1 spoon of butter in a pan.
Add chopped bell peppers and onions to the melted butter and cook until softened.
Stir in the carnation evaporated milk and mix well.
Add Goya adobo seasoning to taste and stir.
Add shredded sharp cheddar cheese and parmesan cheese, stirring until smooth.
Add 1 cube of laughing cow cheese and stir until melted.
Add heavy cream to the cheese mixture and stir.
Layer honey turkey on top of the pasta in a baking dish.
Pour the cheese sauce over the pasta and turkey, stirring to combine.
Preheat oven to 350°F (175°C).
Transfer the mixture to a baking dish and top with extra cheese.
Bake in the oven for 30-35 minutes until cheese is melted and bubbly.
