Belgium Fries with Andalouse Sauce

Peel and cut potatoes into thick strips.
Soak cut potatoes in cold water for at least 30 minutes.
Drain and pat potatoes dry with a towel.
Heat vegetable oil in a deep fryer or large pot to 160°C (320°F).
Fry potatoes in batches until soft but not colored, about 5-6 minutes.
Remove fries and drain on paper towels.
Increase oil temperature to 190°C (375°F).
Fry potatoes again in batches until golden brown and crispy, about 3-4 minutes.
Remove fries and drain on paper towels again.
Mix mayonnaise, ketchup, harissa, lemon juice, minced garlic, finely chopped onion, paprika, salt, and pepper to create Andalouse sauce.
Serve fries hot with Andalouse sauce on the side.
