Combine the shredded herring, tomatoes, red bell peppers, red onions, and green onions in a bowl.
Add lime juice and white vinegar to the mixture.
Incorporate chopped parsley and ground black pepper.
Add the chopped scotch bonnet pepper to taste.
Mix thoroughly to combine all ingredients well.
Cover and refrigerate for at least 2 hours to marinate.
Serve chilled.
