Preheat the oven to 200°C (400°F).
Roll out the pizza dough on a floured surface into a rectangle.
In a skillet, heat olive oil over medium heat and sauté chopped onion and garlic until translucent.
Add ground beef to the skillet and cook until browned, breaking it up with a spoon.
Stir in diced bell pepper, tomato sauce, oregano, basil, black pepper, and salt; cook for 5 minutes.
Spread the meat mixture evenly over the rolled-out pizza dough.
Sprinkle mozzarella cheese over the meat mixture, followed by red pepper flakes if desired.
Starting from one edge, roll the dough tightly into a log.
Slice the log into 2-3 cm thick pieces and place them on a baking sheet lined with parchment paper.
Beat an egg and brush it over the tops of the rolls.
Sprinkle grated parmesan cheese over the rolls before baking.
Bake in the preheated oven for 15-20 minutes, until golden brown.
Remove from the oven and let cool slightly before serving.
