Gradually add ice cold water to the mixture and bring it all together to form a smooth dough, being careful not to overwork it.
Cover the dough with a damp paper towel or kitchen cloth and let it rest for half an hour.
Lightly flour your work surface and divide the dough into small balls.
Lightly flour a rolling pin and roll out the dough balls to a thickness that is not too thin.
Heat vegetable oil in a deep skillet over medium heat until hot.
Deep fry the dough pieces in the hot oil, spooning hot oil over them to help them rise or flipping them as they cook.
Fry until golden brown and puffed up, then drain on absorbent paper.
Cut into one to check the inside, which should be nice and silky.
