Fried Dumplings with Cabbage & Corned Beef

Add flour to a bowl.
Add salt and baking powder to the flour.
Add sugar (amount in description) to the mixture.
Mix the dry ingredients together using fingertips.
Gradually add cold water to the flour mixture using fingertips to bring the dough together without kneading.
Ensure no flour remains in the bowl and the dough is clean.
Cover the dough and let it rest for 30 minutes.
Chop and wash the cabbage and onion.
Prepare green bell pepper and mention that other colors can be used if available.
Heat vegetable oil in a skillet over low heat.
Add chopped onion and green bell pepper to the skillet.
Add a pinch of salt to the vegetables.
Cover the skillet and steam the cabbage for 5-10 minutes, stirring occasionally to prevent burning.
Add corned beef to the skillet and increase heat to medium.
Add black pepper and ketchup to the corned beef mixture and stir well.
Prepare the frying oil in a deep pan on medium heat.
Form small balls of dough and flatten them into dumplings quickly.
Fry the dumplings in the hot oil until golden brown, ensuring they cook evenly by maintaining low to medium heat.
Remove the dumplings from the oil once golden and drain on paper towels.
