Mix ground pork, chopped green onions, minced ginger, minced garlic, soy sauce, sesame oil, chopped cabbage, salt, and pepper in a bowl until well combined.
Place a dumpling wrapper on a clean surface and add a spoonful of filling in the center.
Moisten the edges of the wrapper with water and fold in half to create a half-moon shape, sealing tightly.
Heat vegetable oil in a large skillet over medium heat until shimmering.
Arrange the dumplings in the skillet, flat side down, and cook until golden brown, about 3-4 minutes.
Add a small amount of water to the skillet and cover immediately to steam the dumplings for 5-6 minutes.
Remove the lid and cook until the remaining water evaporates and the bottoms are crispy, about 2-3 minutes.
Transfer the dumplings to a serving plate and serve with vinegar and chili oil for dipping.
