In a mixing bowl, combine 2 cups all-purpose flour, 1/2 cup sifted confectioner sugar, 1/2 cup full cream powdered milk, 1/4 tsp salt, and 1 tsp baking powder.

Add 1 cup cold unsalted butter (cut into small cubes) to the dry ingredients and mix until sandy.
