Measure out 3.5 cups of water and gather the spices: 3 teaspoons of chili powder, 2 bay leaves, 1 teaspoon of onion powder or minced onion, 0.5 teaspoon of smoked paprika, 0.5 teaspoon of cumin, 0.25 teaspoon of red pepper flakes, 1 teaspoon of salt, 0.5 teaspoon of black pepper, 1 teaspoon of ground cinnamon, and 1 teaspoon of cocoa powder.
