Chop up ingredients for tuna filling: tomatoes, red onions, pimento peppers, and garlic.
In a deep mixing bowl, add 2.5 cups of flour.
Add 1 teaspoon of baking powder, 0.25 tablespoon of salt, and 1 tablespoon of sugar to the flour.
Mix the dry ingredients together.
Add pieces of soft butter to the dry mix and use a fork to dissolve the butter into the flour until crumbly.
Create a hole in the center of the flour mix and pour in room temperature water, slowly mixing to form a dough.
Knead the dough gently, adding extra flour to prevent sticking, until it forms a soft ball that is not sticky.
Cover the dough and leave it in a warm place to rise for 1 hour.
While the dough is rising, prepare the tuna filling by stir-frying the chopped vegetables until soft, then add the tuna for a few minutes.
After 1 hour, check the dough; it should have risen significantly.
Heat oil in a pan until very hot.
Section the dough into palm-sized balls and flatten them out.
Let the flattened dough balls sit for about 10 minutes before frying them in the hot oil.
