Drain and rinse the soaked split peas.
Blend the split peas with onion, garlic, ginger, cumin seeds, and spices until smooth.
Mix whole wheat flour with water and knead until a soft dough forms.
Divide the dough into equal portions and let rest for 15 minutes.
Roll out each portion into a small circle.
Place a spoonful of the split pea mixture in the center of each circle.
Fold the dough over the filling and seal the edges tightly.
Heat oil in a deep skillet over medium heat until shimmering.
Fry each stuffed dough until golden brown on both sides, about 3-4 minutes per side.
Remove and drain on paper towels before serving.
