Rinse the white rice under cold water until the water runs clear.
Soak the rice in water for 30 minutes, then drain.
Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onion and sauté until translucent, about 5 minutes.
Stir in minced garlic; cook for 1 minute until fragrant.
Add diced carrots, zucchini, and optional green chili pepper; sauté for 5-7 minutes until slightly tender.
Mix in chopped tomatoes, turmeric, salt, and pepper; cook for another 3 minutes.
Add the soaked rice to the pot and stir to combine with vegetables.
Pour in vegetable broth and bring to a boil.
Reduce heat to low, cover, and simmer for 15-20 minutes until rice is tender and liquid is absorbed.
Remove from heat and let sit, covered, for 5 minutes.
Fluff rice with a fork and garnish with parsley and rosemary before serving.
