Add the water to the flour mixture and knead lightly to form a smooth dough.

Lightly flour the dough, place it in a bowl, and cover with a clean towel in a warm location for 20-30 minutes.

Cut the dough into small round pieces and flatten them.

Heat oil in a frying pan to cover more than half of the flattened dough.

Drop the dough into the hot oil and fry until both sides are brown, then drain on paper towels.
