Heat olive oil in a large pan over medium heat.
Add chopped onion, carrot, and celery; sauté until softened.
Stir in minced garlic and cook for another minute.
Add ground beef and cook until browned.
Mix in tomato paste and canned tomatoes; stir well.
Pour in red wine and let it simmer for about 30 minutes.
Add milk and season with salt and pepper; simmer for an additional 15 minutes.
Serve over pasta or use in lasagna.
