Preheat the oven to 300°F (150°C).
Season the oxtails with salt and black pepper.
In a large Dutch oven, heat oil over medium-high heat.
Sear the oxtails on all sides until browned, then remove and set aside.
In the same pot, add onions, carrots, celery, and garlic; sauté until softened.
Stir in tomato paste and cook for a few minutes.
Return the oxtails to the pot and add beef broth, bay leaves, and thyme.
Bring to a simmer, cover, and transfer to the oven.
Cook for 3-4 hours until the meat is tender and falling off the bone.
Remove oxtails and strain the sauce, discarding solids.
Serve oxtails with the sauce over rice or mashed potatoes.
