Rinse moong dal under cold water until water runs clear.
Soak moong dal in water for 30 minutes.
Heat vegetable oil in a pot over medium heat until shimmering.
Add mustard seeds and cumin seeds; sauté until they start to pop.
Add chopped onion, garlic, and ginger; cook until onion is translucent, about 5 minutes.
Stir in turmeric and green chili; cook for another minute.
Add sliced bitter gourd and sauté for 3-4 minutes until slightly softened.
Drain the soaked moong dal and add it to the pot; stir to combine.
Pour in water and bring to a boil; reduce heat to low and cover.
Simmer for 20-25 minutes until dal is tender and creamy.
Cook rice separately according to package instructions.
Serve the moong dal over rice, garnished with chopped coriander and a squeeze of lemon juice.
