Preheat the oven to 350°F (175°C) with the rack in the middle.
In a large bowl, use a thin hole strainer to strain one packet of minced cassava to remove sticks.
Push down on the strainer to drain excess water from the cassava, but do not let it dry out completely.
Add 1 teaspoon of ground cardamom and ginger to the cassava and mix well.
Pour in coconut milk and evaporated milk, and add another teaspoon of cardamom.
Grease the baking dish and pour the mixture into it, using two dishes for a thinner cake if desired.
While the cake is baking, toast the coconut flakes until golden brown.
Mix leftover evaporated milk with 2 tablespoons of condensed milk and brush it onto the cake before sprinkling the toasted coconut flakes on top.
Allow the cake to cool for about 20-30 minutes before cutting it into desired sizes and re-cutting areas to prevent sticking.
Use a knife to carefully release the edges of the cake from the dish before serving.
