Combine granulated sugar, cocoa powder, butter, and milk in a saucepan over medium heat.
Stir the mixture continuously until it comes to a boil.
Boil for 4-5 minutes without stirring, until it reaches a soft-ball stage (about 234°F).
Remove the saucepan from heat and let it cool for 5 minutes without stirring.
Add vanilla extract, chocolate chips, marshmallow fluff, and salt to the mixture.
Stir until the chocolate chips are fully melted and the mixture is smooth.
Pour the fudge into the prepared baking dish and spread it evenly.
Refrigerate for at least 2 hours until set.
Once set, lift the fudge out of the dish using the parchment paper.
Cut into squares and serve.
