Preheat the oven to 400°F (200°C).
In a large bowl, whisk together plain flour, baking powder, and caster sugar.
Cut in cold butter until the mixture resembles coarse crumbs.
Infuse the batter with the contents of the lavender tea bags.
In a separate bowl, whisk together hot milk, whipping cream, and eggs until combined.
Add the cream mixture to the dry ingredients and mix until just combined.
Turn the dough onto a floured surface and knead gently until smooth.
Pat the dough into a circle about 1 inch thick.
Cut into wedges or use a round cutter to shape scones.
Place the scones on a baking sheet lined with parchment paper.
Brush the tops with a mixture of powdered sugar and milk for a golden finish.
Bake for 15-20 minutes or until golden brown.
Remove from the oven and let cool slightly before serving.
