Spread 1 cup of taco meat on the bottom of a 10-inch round tin.

Place a 10-inch round tortilla on top of the taco meat.

Evenly spread the top of the tortilla with refried beans.

Add 1 cup of taco meat, 1/2 cup of salsa, and scallions, and spread across evenly.

Top with another tortilla.

Repeat the layering process with remaining beef, refried beans, and cheese.

Bake in preheated 400°F (200°C) oven for 20 minutes.

Remove from the oven and serve.
