Preheat the oven to 350°F (175°C).
In a large mixing bowl, combine 3 cups of flour, 2 cups of sugar, 1 teaspoon of salt, 2 teaspoons of baking soda, and 2 teaspoons of baking powder.
Whisk the dry ingredients together until well combined.
Make a hole in the center of the dry ingredients.
Add 2 cups of water, 1 cup of vegetable oil, 2 tablespoons of apple cider vinegar, and 1 teaspoon of vanilla extract into the hole.
Mix the wet and dry ingredients together until smooth.
Pour the batter into a greased 9x13 inch baking pan.
Bake in the preheated oven for about 30 minutes.
While the cake is baking, prepare the caramel glaze by melting 4 tablespoons of butter in a pot.
Add 5 tablespoons of brown sugar to the melted butter and cook until the sugar is dissolved and bubbling.
Stir in 4 tablespoons of cream and a pinch of salt.
Add 1 cup of powdered sugar to the mixture and stir until combined, adjusting with more powdered sugar to reach a syrup consistency.
Once the cake is done, pour the warm caramel glaze over the warm cake.
