Cut the cabbage in half and remove the core.
Wash the cabbage to remove dirt.
Heat oil in a pot over medium to low heat.
Add minced garlic and sauté for 15 seconds.
Add chopped onion and cook until translucent.
Add sliced carrot and cook for 10 seconds.
Add sweet peppers and cook for 30 seconds.
Add chopped tomato and cook for 30 seconds.
Stir in thyme, pimento seeds, and scotch bonnet pepper, cooking for 10-15 seconds.
Add the chopped cabbage and seasonings, mixing well.
Add 1 tablespoon of water and cover to steam for about 25 minutes.
Check the cabbage after 15 minutes and continue cooking until soft, about another 10 minutes.
