Mix together milk and flour and heat while whisking continuously until it forms a thick custard.
Transfer the custard to a bowl and cover with cling film, ensuring it touches the custard to prevent skin formation.
Allow the custard to cool completely.
In a bowl, mix together flour, cold custard, instant yeast, sugar, salt, and milk powder.
Add water and mix to form a slightly sticky dough.
Add butter and knead to incorporate.
Transfer the dough to a work table and knead for 10 minutes until it passes the window pane test.
Place the dough inside a well-oiled bowl and rotate to coat with oil.
Cover with cling wrap and set aside for 1 hour or until doubled.
Transfer back to the work table and press to remove gas.
Sprinkle flour and roll out into a thin rectangle.
Apply butter and sprinkle grated chocolate and sugar evenly on top of the rectangle.
Starting from the longest side, roll it into a log, keeping the seam at the bottom.
Transfer to a greased baking tray and cut the log to 3/4 with scissors, keeping the pieces intact.
Slide the pieces to the left and right to form a pattern like leaves.
Remove the final piece, flip it, and place it back on the bread.
Mix together honey and milk and brush the top of the bread with that mixture.
Preheat oven to 200°C and bake for 25 to 30 minutes or until the top is golden.
