Combine mochico rice flour, sugar, salt, and coconut milk in a bowl.
Melt the sugar in the microwave for 30 seconds and mix it in.
Add more coconut milk if the dough isn't coming together.
Cover the bowl with a damp towel and let the dough rest for 15 minutes.
To make the glaze, combine palm sugar and water in a pot and heat on low until dissolved.
Heat vegetable oil in a deep fryer to 340°F.
Shape the dough into balls and flatten them to about half an inch thick using hands or cookie cutters.
Loosely cover the shaped donuts to prevent drying out.
Drop the donuts gently into the hot oil, avoiding overcrowding.
Fry for about 30 seconds, moving them around to prevent sticking, and flip for even cooking until golden brown.
Remove donuts and dip them halfway into the glaze, shaking off excess.
Sprinkle sesame seeds on the glazed part of the donuts and let cool for at least 2 hours.
