Heat olive oil in a large pan until hot.
Add chopped onion and sauté until soft and translucent, adding a pinch of salt to speed up the process.
Add chopped red bell pepper and minced garlic; stir to combine.
Add cumin and paprika; cook until fragrant, being careful not to burn the spices.
Add mild chili powder; stir and cook until the spices are aromatic.
Add ground beef; break it apart and brown it thoroughly to develop flavor.
Once browned, add beef stock, sugar, tomato puree, and canned chopped tomatoes; stir well.
Season with salt and black pepper; stir to combine.
Bring the mixture to a simmer and cover; let it simmer for about 30 minutes, stirring occasionally.
After 30 minutes, add kidney beans and stir; cook for an additional 10 minutes without the lid.
Taste and adjust seasoning with salt and pepper as needed.
Serve with a dollop of sour cream and a sprinkle of cilantro.
